What is three fundamental duties?

The second dealer must obtain the seller’s personal information including Name, Address, Occupation, Age with personal identification.
Transaction record
The second dealer must retain translation record not less than 3 years.

The second dealer must report to Public Safety Commission if the seller try to sell fraudulent product.
