If you want to open hotel, including Japanese traditional style(Ryokan), you need permit from prefectural government where the facility will be located.
Regulating Law
You need to comply various regulation to obtain permit. Since lists of item to comply varies by region, you have to consult with each prefectural government. Otherwise, please reach out to us.

Things to be aware of
Application Order
- Some of application should be applied before establishing facility, and the other of them should be after completion of facility.
- Some of application should be submitted after obtaining another permit.
Customer Record
- Hotels are obligated to store precise customer record.
- If the customer is not resident in Japan, hotels have to retain passport copy of the customer.
- Hotels have to submit customer records upon request from local commissioner.
