It is less than 1 hour from Sapporo by car or by train, Otaru is the city of canal.
Otaru has beautiful cityscape, historical buildings and good foods. I am sure you can enjoy a lot at Otaru just to visit. One thing to note is that Otaru is a city of manufacturing. You can also encounter good stuffs at streets.
