There are 4 categories of Passenger transportation.

  • Chartered bus is categorized as General chartered passenger car transportation business.
  • Taxi, private car and limousine services are categorized as General passenger car transportation business.
  • Local shared bus and local route bus are categorized as General Passenger shared car transportation business.
  • School bus and welfare taxi are categorized as Special passenger car transportation business.

When you think about taxi business, you need to consider 3 categories.

  1. Taxi service of a vehicle whose passenger capacity is 10 people or less : General passenger car transportation business
  2. Taxi service for people whom nursing care insurance is applied and whom nursing care insurance is not applied but need nursing care : General passenger car transportation business limited to welfare
  3. Taxi service only for people whom nursing care insurance is applied :Special passenger car transportation business

General passenger car transportation business

Business Area
  • business area shall be within the area defined by local transportation bureau
  • at least one business site is located in the business area
Business Site
  • located within the business area
  • Land and building can be used for more than 1 year
  • complying with relevant laws and regulations such as building standards act, city planning act, fire service act and Cropland act
Vehicle
  • you have proper ownership
  • there is a minimum requirement for number of the vehivle
Garage
  • in principle, located next to the business site
  • enough capacity to store all vehicle for the business
  • isolated location which is divided from other vehicle for other usages.
  • you have right to use more than 1 year.
  • complying with relevant laws and regulations such as building standards act, city planning act, fire service act and Cropland act.
  • test, inspection, maintenance and cleaning equipments are furnished.
  • enough space on entrance and exit area.
Facility for rest and nap
  • enough capacity and appropriate equipments
  • isolated space which is divided from the user space for business usages.
  • you have right to use more than 1 year.
  • complying with relevant laws and regulations such as building standards act, city planning act, fire service act and Cropland act.
Management
  • dedicated staff – more than 1 person
  • management plan
  • chain of command 
  • accident and incident prevention plan
  • supervision system
  • grievance mechanism
